*East Java's Labor Prepare Large Demonstration Scenario
Buruh dari berbagai organisasi buruh di Jawa Timur sedang mempersiapkan demonstrasi berskala besar untuk menolak Surat Keputusan Bersama (SKB) 4 Menteri. Demonstrasi yang akan digelar itu sekaligus untuk mendesak Pemerintah Provinsi Jawa Timur untuk mengabaikan SKB empat menteri, dan menetapkan Upah Minimum Kota/Kabupaten (UMK) yang disepakati. Ini akan menjadi puncak penolak buruh atas SKB empat Menteri yang dinilai menyengsarakan buruh.

Kelompok buruh yang siap melakukan demonstrasi besar itu datang dari organisasi buruh di Gresik, Sidoarjo, Pasuruan dan Surabaya, dengan dukungan perwakilan buruh dari berbagai kota di Jawa Timur. Dari Gresik saja, jumlah buruh yang akan turun jalan sekitar 10 ribu buruh. Sementara dari Pasuruan dan Surabaya plus beberapa perwakilan dari berbagai kota di Jawa Timur akan mengerahkan massa sejumlah yang kurang lebih sama. "Sampai saat ini, konfirmasi terakhir, demonstrasi akan dilakukan pada tanggal 19 November 2008 mendatang," kata Suprart, Ketua Serikat Pekerja Seluruh Indonesia (SPSI) Surabaya pada The Jakarta Post, Kamis ini.
SKB Menteri Tenaga Kerja dan Transmigrasi (Menakertrans), Menteri Dalam Negeri (Mendagri), Menteri Perindustrian (Menperin), dan Menteri Perdagangan (Mendag) tentang penetapan Upah Minimun Regional (UMR), menjadi memicu gejolak di kalangan buruh. Terutama pasal 3 SKB itu yang menghimbau pemerintah daerah agar menaikkan UMK sebesar pertumbuhan ekonomi nasional. Dengan bahasa lain, kenaikan UMK hanya berkisar 5-6 persen. Dalam SKB itu juga mejelaskan perlunya dilakukannya perundingan tiga pihak atau bipartit bila ada perusahaan yang tidak mampu menaikkan UMK di perusahaan yang bersangkutan.
Menurut Ketua Serikat Pekerja Seluruh Indonesia (SPSI) Surabaya, Suprat, pasal-pasal dalam SKB empat menteri itu menunjukkan sikap pemerintah yang sama sekali tidak memihak buruh. Bahkan, ada upaya pemerintah untuk membatalkan proses penetapan UMK baru yang saat ini sedang dilakukan oleh Dewan Pengupahan. "Dewan Pengupahan sudah bekerja dan sudah menentukan nilai sebesar Rp. 905 ribu/bulan untuk UMK Surabaya, namun, SKB itu justru jauh memperkecil nilai itu," kata Suprat pada The Jakarta Post.
UMK 2009 di Jawa Timur, renananya akan ditetapkan pada 21 November mendatang. Hingga saat ini, proses penentuan UMK di 38 kabupaten/kota di Jawa Timur telah terkumpul. Untuk Surabaya, UMK yang ditetapkan bervariasi sekitar Rp.905 ribu-Rp.948 ribu. Naik drastis dari UMK lama Rp.805 ribu. "Jumlah itu akan berubah drastis dengan keluarnya SKB, saya tidak tahu bagaimana pemerintah bisa menentukan seperti itu," kata Suprat.
Aktivis buruh dari Pasuruan, Jawa Timur yang tergabung dalam Serikat Pekerja Indonesia (SPI) Sukiyat menilai SKB empat menteri itu bertentangan dengan UU no.23 tahun 2003 tentang Perburuhan yang menyatakan penentuan UMK berdasarkan keputusan Dewan Pengupahan. Dewan pengupahan itu bekerja berdasarkan survei biaya Kehidupan Layak (KHL) di masing-masing kota. "Pemerintah tidak mentaati UU Perburuhan, ini namanya upaya pembunuhan pelan-pelan terhadap buruh," kata Sukiyat pada The Post.
Dalam SKB itu, kata Sukiyat, pemerintah terlihat sangat membela perusahaan. Dalam salah satu pasal SKB menyatakan, bila perusahaan tidak mampu membayar UMK (versi SKB), maka mekanisme yang diusulkan adalah pembicaraan antara buruh, perusahaan dan pemerintah atau Bipartit. "Asal tahu saja, Bipartit ini dilaksanakan bila ada Serikat Pekerja Perusahaan, bagaimana bila perusahaan tidak punya serikat pekerja? Ini keputusan yang sangat tidak adil," jelasnya.
Keluarnya SKB empat menteri sudah mengundang reaksi di berbagai kota di Indonesia. Di Jawa Timur saja, setidaknya telah terjadi tiga demonsrasi besar di Malang, Mojokerto dan Surabaya. Kelompok buruh didukung oleh aktivis mahasiswa menyatakan menolak SKB itu dan menuntut pemerintah menghormati mekanisme penentuan UMK yang sudah berjalan.
